Can/Should I be using a javascript library for animations?

I’ve been taught to not use javascript frameworks for animations, but I am having difficulty believing this when something like jquery does so much more than just animations.

Nobody would tell you it’s bad practice to use a framework, they would just tell you not to use a framework. Frameworks have their place, and this is not one of them.

Framework’s are great when you want to do something quickly. That’s the purpose of using them.
There’s no real benefit to using a framework for code that doesn’t perform extra function.

Array elements spaced after I declare them

I have the following code to append an element to a list and then print out the list.
list = [[1, 2, 3, 4]
[5, 6, 7, 8]]

i = 0
while i < len(list):
print(list[i])
i += 1

# appends the element at i
print(list[i:])

I would expect to be able to append any element that i want. However, I am getting a list where the elements are spaced out like this

[1, 2, 3, 4]
[5, 6, 7, 8]
[1, 2, 3, 4]
[5, 6, 7, 8]

It seems like the elements are appended into the list one-by-one.
I've tried changing the loop and appending i instead of i
